Defense Base Act was established in 1941 to provide coverage for workers on military bases outside the United States. This act was later amended to provide commercial contracts working with the federal government for non-military projects. The extra amendment added national security. Most OCONUS (outside the U.S) contracts who work with a federal agency of the United States government, whether the military is involved or not, will need DBA coverage.
